| The following Rules and Regulations will help our scouts maintain an efficiently
run troop, where advancements can be made in an orderly manner while still
having time for recreational activities.
Uniforms: The scouts are required to have and wear at all scout meetings, the
official boy scout shirt with all patches sewn on and in their correct
positions, with the exception of the temporary patches. The troop scarf is to
be worn at all courts of honor and other special occasions. The troop provides
each scout with his first scarf. The summer uniform will be the troop T-shirt.
These may be worn from June 1 to September 1. Those who do not have a troop T-
shirt must wear the official Boy Scout shirt. Exceptions will be when traveling
to and from campouts and other special occasions when the official uniform is to
be worn. Long pants (no Sweat Pants or Zubaz) with no holes, slits or patches
are to be worn with the official Boy Scout shirt. Shorts may only be worn with
the troop T-shirt. Official Boy Scout pants and hats are optional.
Handbooks: The Boy Scout Handbook is a must. The scouts will need this book for
learning, and recording his advancements. The book is available at the scout
service center, 395 Marshall Ave, or at the scout shop. Each scout should bring
his book to all scout meetings and outings. Paper and pencil should also be
brought to all meetings and outings.
Meetings: The troop meets Monday nights starting at 7pm in the St. Columba
School gym. Meetings run to approximately 8:30pm depending on the nights'
activities. Patrol Leadership Council (PLC) meets at 6:30pm on the last Monday
meeting of the month. Courts of honor will be held in the school auditorium.
The scouts will be notified about courts of honor (4 times a year) and the
entire family is invited. Scouts are responsible for their own transportation
to and from meetings. Scouts are expected to attend all meetings, if they can
not attend they are required to notify their patrol leader or the Sr. patrol
leader. Any scout who does not attend the four meetings immediately prior to an
activity, without an excused absence, will not be able to participate in that
activity.
Activities: The scouts, in consultation with the PLC, will set up a calendar
of events for the year. From time to time dates and times have to be changed.
It is the scouts' responsibility to note these changes when they are announced
at the troop meeting. Parents will be informed, via the troop newsletter, of
any activities and camp outings. The Scout Office will be informed of all
activities outside of our troop area. Please do not hesitate to contact the
scoutmaster or committee chairman if you have questions regarding any of the
troop activities. If the scout does not attend and the camp fee and food etc for
the event have been paid for the scout will be charged.
Behavior: Troop 13 Scouts are required to act in accordance with the scout
oath and law at all times. This includes behavior (lying, stealing,
fighting), unacceptable language, and disrespect for fellow scouts and
leaders. If a scout's actions are deemed to be unacceptable by the
scoutmaster or adult leader in charge, the following steps will be taken.
- The scout will be told of the inappropriate action and what the scout
must do to correct the problem.
- If there is a second occurrence during the same meeting/ activity the
scout’s parents will be notified and the scout will be asked to leave the
meeting/activity and return home.
- If a scout has to be asked to leave a meeting/activity on a second
occasion, his parents will be notified and a meeting will be required, with
the parent, scout, and scoutmaster, to discuss the scout’s behavior.
- If a scout is asked to leave a meeting/activity for a third time, the
scout will not be allowed to participate in any activities for one month and
will be placed on probation upon his return.
- The fourth time a scout is asked to leave a meeting/activity the scout
is out of the troop.
Restrictions: the following items, for safety reasons, or because of scout
policy are prohibited at official scout camps, and will also be prohibited when
non-official scout camps are used. 1. fireworks, 2. alcohol, 3. firearms, 4.
drugs, 5. sheath knives, 6. aerosol cans, 7. any article of clothing advertising
things not in keeping with the spirit of scouting (alcohol, cigarettes, etc).
We would appreciate it if all radios and tape players also were left at home, as
they will be confiscated if seen. If fireworks, firearms, alcohol or drugs are
brought, the parents will be notified to pick up their son immediately at the
location of the activity. If sheath knives, aerosol cans, electronic devices and cel
phones are brought, they will be taken away and returned when we arrive home. Any
article of clothing with dubious advertising will be removed.
Dues: dues for the year are currently Twenty ($30.00) dollars. This helps
pay for registration, Boy's life, and other miscellaneous items.
These rules and regulations are set for Troop 13 by the Troop 13 committee, a
signed form acknowledging these rules and regulations will be required for
each scout and will be kept in the Troop 13 file.
